Singapore payroll compliance in 2026 — what has changed

Three significant changes took effect or were announced for 2026 that affect Singapore payroll calculations:

  • 1.CPF Ordinary Wage ceiling increased to S$7,400 (January 2026). This is the highest CPF OW ceiling in Singapore's history. Employers who have not updated their payroll systems have been calculating CPF on the wrong base amount since January — every payslip issued with the old S$6,800 ceiling is technically incorrect for employees earning above that amount.
  • 2.Local Qualifying Salary increases to S$1,800/month from July 2026. This affects employers of EP and S Pass holders — the LQS threshold is used in COMPASS scoring for work pass renewals and new applications. Employers with local employees earning between S$1,600 and S$1,799 need to review their salary structures before July.
  • 3.Flexible Work Arrangement guidelines are now law (effective December 2024). Employees can formally request flexible work arrangements. Employers must respond in writing within two months with a legitimate business reason to decline.
