How Singapore overtime pay works under the Employment Act
Overtime pay in Singapore is governed by the Employment Act and administered by the Ministry of Manpower (MOM). The rules differ depending on whether your employee is classified as a workman or a non-workman, and on what type of day the overtime was worked. This calculator applies the correct MOM formula for each scenario.
Who is entitled to overtime pay in Singapore?
Not all employees are entitled to overtime pay under the Employment Act. The Act covers:
- Workmen (employees doing manual labour) earning a basic monthly salary of S$4,500 or less
- Non-workmen earning a basic monthly salary of S$2,600 or less
Employees earning above these thresholds — such as managers, executives, and professionals — are typically not covered by the overtime provisions of the Employment Act. Their overtime entitlement (if any) would be governed by their employment contract.
The MOM overtime formula explained
The basic formula for overtime pay under the Employment Act is:
Hourly basic rate = monthly basic salary ÷ 26 ÷ 8
The divisor of 26 represents the number of working days in a month under MOM guidelines. The 8 represents the standard number of working hours per day.
Overtime on rest days and public holidays
- Normal working day: 1.5× the hourly basic rate
- Rest day (voluntary): 1× for first 8 hours, 1.5× beyond 8 hours
- Public holiday: Employee is entitled to an extra day's salary on top of normal pay
Maximum overtime hours in Singapore
Under the Employment Act, employees covered by overtime provisions cannot be required to work more than 72 hours of overtime per month. Employers who require overtime beyond this limit are in breach of the Act and may face MOM enforcement action.
Frequently asked questions
Is overtime pay compulsory in Singapore?
Yes, for employees covered under the Employment Act — workmen earning up to S$4,500/month and non-workmen earning up to S$2,600/month. Overtime must be paid at 1.5× the hourly basic rate for hours worked beyond 8 hours per day or 44 hours per week, and must be paid within 14 days after the end of each salary period.
How do I calculate the hourly rate for overtime in Singapore?
The MOM formula is: Monthly basic salary ÷ 26 ÷ 8. For example, an employee on S$3,000/month has an hourly rate of S$3,000 ÷ 26 ÷ 8 = S$14.42 per hour. Overtime pay would be S$14.42 × 1.5 = S$21.63 per overtime hour.
Do managers and executives get overtime pay in Singapore?
Not under the Employment Act. Managers and executives earning above S$2,600/month (for non-workmen) are not covered by the overtime provisions of the Act. Their overtime entitlement depends entirely on their employment contract.
What is the maximum overtime an employee can work in Singapore?
72 hours per month under the Employment Act. Requiring an employee to exceed this is an offence. Track overtime hours carefully — MOM inspectors can request payroll and attendance records during audits.
