Putting Employee Data Into AI Tools Without Breaking PDPA
The question every HR leader has about AI, and the one most vendors skip. Here is the straight answer for a Singapore SME.
Why this is the first question, not the last
Before you choose an AI tool, settle this. Employee records are personal data, and the Personal Data Protection Act applies to how you collect, use and protect them. Most AI-for-HR advice jumps straight to features. Getting the data question right first makes everything after it easier.
What Singapore actually says
Singapore has been unusually clear. In March 2024 the PDPC issued its Advisory Guidelines on the Use of Personal Data in AI Recommendation and Decision Systems, setting out how the PDPA applies when organisations develop and deploy AI that uses personal data. The guidelines are advisory rather than legally binding, but the PDPC is likely to enforce the PDPA in line with them, so treat them as the reference point. They cover using personal data to train and test systems, using AI to make or support decisions about people, and the accountability measures expected around both.
The safe rules of thumb for an SME
- Do not paste identifiable employee data into public consumer AI tools. You often cannot control where that data goes or whether it is retained.
- Prefer tools that process HR data within a proper business agreement, where retention and protection are contractually defined.
- Be transparent with employees about how their data is used.
- Keep a human in the loop on any AI-assisted decision that affects a person.
- For anything significant, write down your reasoning, in the spirit of a data-protection impact assessment.
This is not a reason to avoid AI
None of this means avoid AI. It means adopt it with your eyes open, on tools built for business use rather than whatever is free and public. This is exactly why PeopleCentral's AI works inside the platform on data you already control, rather than asking you to export employee records into an outside chat window. Your data stays where your protections are.
