Founded on 1st September 1992, all working Chinese Singapore Citizens and Permanent Residents started contributing monthly towards the CDAC fund as per their pay slabs.The Chinese Development Assistance Council (CDAC) is famous cause driven self-help group (SHG) which is known for serving underprivileged individuals and families within the Chinese community.
This program has been designed to extend support and uplift the Chinese community by empowering sectors such as education, employment assistance, and social work programs.
Under the CPF rules in Singapore below are the types of contributions required to be made by employees with different races or religions.

Is CDAC Contribution Obligatory?
While CDAC has been encouraging the employers and employees in Singapore to contribute for a social cause and asks them to participate in its initiatives for the upliftment of the Chinese community within Singapore, it recognises the gap and respects the diverse opinions and the financial circumstances and viability of the working individuals in Singapore. Hence, it’s quite evident from this flexible rule that CDAC contribution is mandatory completely depending upon the choice. Unlike different mandatory deductions under CPF, CDAC contribution remains a flexible one which enables earning individuals the autonomy to decide if they need to be involved within this cause.
Who Contributes to CDAC?
As per the guidelines mentioned in the Central Provident Fund Act (Chapter 36, Section 76(3)), all working Chinese Singapore Citizens and Permanent Residents can contribute every month towards the CDAC Fund.
Who Does Not Need to Contribute To CDAC?
As we discussed above it’s completely a question of choice and CDAC has outlined certain sections of individuals who are not required to make these financial contributions.
- Full-Time National Servicemen: Those individuals who are serving full-time National Service are completely exempted from CDAC contribution during their service period.
- Students: Students who are pursuing full-time education, even within the pre-university level or in higher education institutions, are also exempted to contribute to CDAC.

How To Opt-Out From CDAC?
To opt out from the CDAC contribution, earning individuals in Singapore can follow the process outlined below and stop the CDAC contribution. By simply informing CDAC of their decision, their request will be received and processed seamlessly.
Individuals can easily submit their opt out form to CDAC email at cdacfund@cdac.org.sg. They can also call at CDAC service support to know the process and get it completed
